The CAQM (Commission for Air Quality Management) has ordered the authorities in the Delhi-NCR to implement restrictions; this included a ban on demolition activities and construction work under stage third of the Graded Response Action Plan, Gopal Rai said.

New Delhi: On Sunday, Gopal Rai, Delhi’s environment minister, said the government had implemented 586 teams to make sure severe implementation of the ban on destruction activities and construction work in the region of Delhi-NCR due to the wrong air quality index. 

In a press conference, Gopal Rai further said that as per the reports, air quality, directions, and wind speed would become more adverse from 1 November in the NCR region and urge the air quality index into the terrible category.

Due to these reasons, the CAQM (Commission for Air Quality Management) has ordered the jurisdiction in the Delhi-NCR to implement restrictions that include banned on construction works.

The minister said. We have held a meeting with all construction agencies in Delhi and government departments worried, including the Delhi Pollution Control Committee, Delhi Development Authority, Public Work Department, Municipal Corporation of Delhi, and Railways.

We have decided to implement the ban on construction sites and demolition work. 

He said the government has set up 586 teams consisting of government officials from different departments, and they have prepared a robust monitoring system to ensure compliance with the orders. 

These 586 teams will monitor or watch the implementation of the ban on demolition activities and construction work.

According to stage 3 of Graded Response Action Plan

According to stage 3 of Graded Response Action Plan, the authorities have been asked to implement a strict ban on demolition activities and construction work in the NCR region, except for essential projects and non-polluting activities like electrical works, interior decoration, plumbing, and carpentry.

The restrictions will not be imposed on important projects concerning railways, defense, national security, and metro rail, among others.

The ban on construction activities and demolition works includes boring, drilling, and earthwork for excavation; welding operations and fabrication; transfer of raw material, loading and unloading of construction material; including fly ash, through freehand or through conveyor belts and movement of vehicles on unlevel roads.

After this order, the bans on the operation of batching plants; development of sewer lines, drainage work, waterline, and electric cabling through open trench system; cutting of tiles and fixing bricks and other flooring requirements; piling work, grinding activities, water proofing work; construction of road and repair works, including pathways, the cover of sidewalks and central border among others.
